This argument is valid, if provinces collect and retain all taxes, their contributions will be insufficient to run the federal government, leaving it without the financial resources to pay its national or international debts.
They may go for referendum

How tf did we even arrive at 28 provinces or whatever the distribution is now? Is it based on population divison, economic output, natural resources, tax income, geographic lines? It's just a whimsical map drawn up on ethnic lines again...no homework behind it which would actually improve governance.

I welcome the 28 new provinces. Pakistani politics needs a disruptor. This will bring stability. There are too many princes and not enough kingdoms atm.

I have a revolutionary idea.

1. Only allow people to stand for election if they don't have assets or family abroad. If you have kids or siblings or even inlaws abroad you can't stand for elections.

2. Apply the same for govt jobs.

3. Anyone who is elected into power or has a govt job is only allowed to use public hospitals and schools - no private institutions.

4. Free and fair elections.

Try that and see if the country runs better or worse.

Ok, how do you execute it?
These are high level ideas that are the equivalent of "I want to own a mansion".

1. Today you cannot enforce or truly verify Form B in elections - you are asking for mutual legal assistance treaties or FATF-style information-sharing agreements with host countries. Who will do that? which individuals will enable it? both in Pakistan and Abroad?

2. Same as above. You have asked BPS-17 to 22 for asset declaration which the IMF put a danda in your butt to do so - but this is still unenforced for politically connected.

3. This is doable to a large extent - but, who will enforce it? At what level? Hospital, School? Who prevents power abuse? Lets say a Bushra Bibi insists that her mureeds are exempt? Who stops her? Who stops those who suggest she has spiritual powers and must be allowed regardless? Will LE step in if there are protests? What about someone connected like Nani Plastic? Or a general? Where is the grass roots enforcement for this going to happen?

4. Sure, these would help all the above and write ups for them all exists - but who is enforcing them in this system?
Where are the individuals who have moral capacity to see them through from top to bottom? You, your family? members here? every potential political worker in PTI or every officer in the military or every person?

Where are these heavenly souls in Pakistan?

You have to enforce it. All those judges, police officers, all those accountants in the tax office, they're responsible for enforcing it.

1- Actually analyze why the current system isn't working. What problem is creating 28 provinces actually resolving? Tax collection? Resource distribution? Devolution of power? Social demographics? Terrorism? At this point, it just seems that because 39 other things didn't work before, why the heck not try this one too?

2- Let's say you actually create new provinces, then what? How does provincial bureacuracy work? How does all of bureaucracy work? How does governance work? Are you just creating 24 more problems instead of resolving the current 4?

Everything else flows downstream of Q1.

We aren't doing anything that the rest of the world hasn't contended with before. Punjab is the outlier with 120 million odd people, but still manageable if you actually structure your state machinery to serve the people instead of save your seats. The new PERA enforcer is more busy to go on a catwalk everyday with a collar mic and make videos of enforcement. All these people are being paid by our money. 24 other provinces will just copy this gimmick, and more money is wasted. Creating more provinces isn't gonna solve this issue.

The argument that 'leadership' is closer to the people is crap as well. Why does a citizen need to travel to his provincial HQ to get anything done? People haven't gone out of their small town in bumfuck Alabama until they were 35! And then where do we draw the line? Each citizen needs to be within 100 km of HQ? 200? 500? What's the barometer here?

Whimsical ad-hoc decisions just because the guy at the top had a brain wave is exactly why we got here. Every enfrocer thinks he's the next coming of Lee Kwan Yew and he's the chosen one, only to fall flat at the end and go with a whimper.

And then we have this stockholm syndrome keh fauji ko sab pata hai, jo keh raha hai sahi keh raha hai, aur kuch kaam nhn kia, to chalo fauji ki baat dobara sun lete hain.

Now that I have grown up and actually got more awareness, professionally (not politically), you realize how majority of the faujis are dumb as rocks (no offence to any fauji, my whole family is fauji). They are totally inept to resolve social or economic issues...and IDK who told them they were good at it.
