I hope and pray that by gathering so many aerospace people together, a critical mass will be achieved and maybe some direction is either given or comes from the people themselves.

I would really like to see the TDR document. Apparently it does lay out the direction and timelines (in phases). And it is reviewed by the steering committee periodically.

Which document? Are you referring to the 10-year-plan document?

Yes, technology development roadmap.
Looks like they have laid out a detailed policy framework and long-term incremental goals

Also a comment on the divisions. I think we do need a division for core technologies: microelectronics, advanced materials (advanced alloys, ceramics, composites, etc), advanced power (pulsed power, etc) advanced surface/heat treatments and coatings, optics and lenses. And we need to add DEW to the the defence division’s areas of interest.
