Yes the Gulf and China seem to be major inspirations for the Pak military as far as nation building is concerned. I cant really see this strategy being completely successful though. Firstly these other nations have done extremely well in terms of economic growth, stifling critcism of the authorities in the process. If people are living well why should they complain. The Gulf nations spent $150 Billion just in the aftermath of the Arab Spring in social programs to boost domestic popularity. How can Pakistan, a nation 6 times the size of Saudi Arabia, and with a strong culture of civil disobedience match this type of spending? When it becomes increasingly obvious how far ahead India and Bangladesh are getting, domestic anger will only boil further.

Then there is the negative economic impact of such actions. The IT industry being the salvation of the nations economy is something one keeps hearing about for all sides of the political spectrum. Without a free internet, this industry will at best be strongly curtailed and more likely will completely stagnate. The more Pakistani developrs are isolated from the global community, the less we can expect of the industry (China/Github).

There is also the NRP factor to take into consideration. The quick solution of establishment policy makers whenever a financial crises hits, is to send manpower abroad. The brief boost in remittances balances the books for the time being. However this foreign manpower is not subject anymore to the Pakistani authorities and will make their presence felt in the international digital enviroment. Look at international news outlets comment sections, and it is full of Pakistanis (presumably many of whom are non-resident), criticizing the army and causing international embarrasment for the authorities.

Finally there is the general incompetence displayed by the military authorities in the past, which makes this step unlikely to succeed. Just look at the recent election to see how badly they messed up and were embarrased.
 
Pak's IT exports are only 0.3 Billion yearly, barely noticeable. I think you confused it with India, whose IT exports are 210 Billion every year.

Of course still peanuts compared to India but the point is politicians from the government, opposition and the caretaker setup seem to have hedged their bets on the IT industry witnessing major growth and bringing much needed dollars to the country in the coming years. There is certainly huge potential there but what impact will the establishments growing interference in the digital sphere cause to this industry. I think we all know the answer to that.

What's the point of creating so-called wumao's if you're going to end up banning SM anyways? China's system only works b/c they have the capacity to do such things plus they're able to keep the populace generally content with develop & even crackdowns on CCP member excesses.

They're not going to ban social media. They're going to ban free social media.

A team of Pakistani technical experts is currently coordinating with Chinese cyber security experts regarding online censorship in Pak.

As per rumours, very soon you'll start hearing a lot about "blasphemy" on TV news channels. TV channels are going to spread the narrative that social media is being used to abuse the prophets and spread anti-Islamic content. Free social media would be projected as enemy of Islam. THAT would be the trigger for social media ban and anyone who apposes will be deemed apostate.

Considering the level of education provided in Pak colleges it is very difficult for Pak's IT industries to compete in the technical world.

Technical education in Pak is th poorest in South Asia, ahead of only Afg.
