ISLAMABAD: The government on Thursday bifurcated the Civil Aviation Authority (CAA), creating a separate Pakistan Airport Authority (PAA) in pursuant of a parliamentary decision, according to a notification issued by the aviation ministry.

The notification, which came into effect from Nov 10, said that both the authorities would work under separate heads – director generals.

The notification also sought details of the number of employees and assets for their allocation to the relevant authority.

According to the ministry, the matters pertaining to licensing, flight standards, air transport, airworthiness and regulatory departments will be part of the CAA, while commercial servicing, air traffic control, vigilance, air navigation, monitoring, renovation, communication departments of commercial airports will be part of the PAA.

The government’s segregation plan included outsourcing of different airports of the country in two phases — corporatisation of the airports in the first phase for attracting private investors and completion of this transaction in the second phase by involving the Privatisation Commission and appointing financial advisers and investment banking firms.

The decision to segregate the CAA was taken by the government in view of the sensitivity of the operations and involvement of strategic assets — the airspace. Therefore, one entity will be entrusted with the job of regulatory functions while the other will develop and manage functions of the airports.

During one of the earlier meetings, apprehensions were expressed by the Ministry of Defence as well as Pakistan Air Force over the separate infrastructure for joint airspace management as they were of the opinion that it was not advisable in the national security interest.

But after going through the proposed law prepared by the CAA in this regard, the defence ministry suggested that only commercial operations of the airports should be outsourced while security and flight operations should remain intact under the monitoring of the state.

They had also suggested incorporation of a provision in the proposed law enabling the defence forces to take over airports in case of war, besides a security clearance from the premier intelligence agency—ISI—by making it prerequisite for those companies to which the operations at the airports would be outsourced.

The decision to set up two authorities was reached during one of the meetings of the cabinet committee in view of the fact that only six of the 44 airports were profitable.

The government had developed the National Aviation Policy 2019 to make the role of the CAA as a regulator completely independent of service providers with financial and administrative autonomy within a period of two years.

The decision also aims to achieve the objective of the organisational change of the regulator with minimal adverse collateral disadvantage.

Subsequently, the federal cabinet approved in principle the proposal for separation of CAA’s regulatory and service provider functions.

During one of the meetings, the Privatisation Commission had suggested that instead of making a single company for different airports, companies should be incorporated for each airport separately.
 

CAA issues new flight operation schedule for Gwadar Airport​

KARACHI: The Civil Aviation Authority (CAA) has issued a new three-month flight operation schedule for Gwadar Airport, ARY News reported.

As per details, the Civil Aviation Authority stated that the new flight operation schedule is from December 1 to February 28, 2024.

According to the new schedule, the flight operation will be functional for three days (Wednesday, Friday and Sunday) per week at the airport.

Moreover, the non-schedule flights have to inform the Gwadar Airport administration 24 hours in advance.

Earlier in September, the opening of the new International Airport built under the China-Pakistan Economic Corridor (CPEC) was delayed by another year.

A well-placed source in Civil Aviation Authority (CAA) told ARY News that the new airport was supposed to be inaugurated this month (September), but the inauguration was delayed over technical grounds.

According to sources, there was a delay in the arrival of airport and technical equipment from China to Pakistan. The goods coming from China by sea were expected to arrive this September.

The airport is being built by China and Pakistan Aviation Authority (PAA) under the China-Pakistan Economic Corridor (CPEC).

The new airport will be capable of handling a combination of ATR 72, Airbus, (A-300), Boeing (B-737), and Boeing (B-747) for domestic as well international routes.
 
Lahore Airport Extension

In collaboration with the Civil Aviation Authority, Pakistan Airports Authority, and China Civil Engineering Construction Corporation (CCECC), work on the new terminal at the Allama Iqbal International Airport is well underway. The initiative aims to enhance the passenger experience and reduce growing congestion at one of Pakistan’s busiest airports.

After the upgrade, it will further expand Pakistan’s external connections, create local employment opportunities, and boost regional development—an important addition to Lahore Airport’s infrastructure and operational capacity.

Expected to be completed by September 2026, the project will significantly improve the airport’s capabilities. This includes a sixfold increase in immigration counters and a threefold expansion in baggage handling capacity. Other key features will be increasing departure immigration counters from 10 to 64, arrival immigration counters from 18 to 80, and security checks from 4 to 8.

According to details, check-in counters will rise from 25 to 67, customs inspection points from 12 to 24, passenger boarding bridges from 4 to 6, and baggage conveyor belts from 2 to 6. Once completed, a CCECC official said, the terminal will be able to handle over 12 million passengers annually, significantly easing congestion and reducing long wait times. The official added that the terminal expansion plan aims to accommodate rising travel demand for the next 15 to 20 years.
 

Fly Jinnah launches non-stop Lahore to Muscat flights

KARACHI: Fly Jinnah, Pakistan’s low-cost carrier, announces the launch of its new service connecting Lahore to Muscat in Oman, further expanding its international network.

Starting from April 1, 2025, Fly Jinnah will operate non-stop flights between Allama Iqbal International Airport and Muscat International Airport, three times a week, providing travelers with an affordable and convenient travel option between Pakistan and Oman.


The addition of Muscat to Fly Jinnah’s Lahore network strengthens the airline’s international connectivity, which already includes popular destinations such as Riyadh, Jeddah, and Dammam in the Kingdom of Saudi Arabia, as well as Sharjah and Bahrain.

Karachi airport’s main runway upgrade reaches 53%, says PAA

The Pakistan Airports Authority (PAA) on Wednesday announced that the upgradation of Runway 07L/25R at Jinnah International Airport (JIAP) has reached 53% completion by the end of May 2025, exceeding the planned target of 51%.

“The project, which began in July 2024, is progressing on schedule and is expected to be completed by January 2026,” PAA said in a statement.

The authority informed that double shift operations are ongoing at the site “to ensure timely delivery of this vital national infrastructure”.

PAA shared that a key milestone was achieved with the arrival of the first shipment of imported Airfield Lighting (AFL) equipment at the project site. “In preparation for the deployment of this advanced system, PAA engineers have successfully completed training abroad,” it said.

“Valued at Rs8.3 billion, the JIAP Runway Upgradation Project reflects the Authority’s commitment to enhancing airport infrastructure across Pakistan,” it added.

Once completed, the upgrade will allow Karachi Airport to achieve Category 4F status, making it capable of handling wide-body aircraft with higher operational requirements.

This upgrade is expected to attract both domestic and international airlines to operate at JIAP in the future. Upon completion of the upgrade, it will feature the latest energy-efficient LED CAT-I Airfield Lighting System with runway centreline lights.

The project also includes an extension of the runway by 1,000 feet, making it 11,500 feet. Reconstruction of taxiways and overruns at both ends, and asphaltic overlay of four taxi links near the 07L end.
