Introduced in China in 2017 and officially unveiled in 2018, the SH-15, designated PCL-181 within the Chinese army, replaced the older PL-66 howitzers. This modern artillery system leverages technological advancements to ensure compatibility with a wide range of munitions, including precision-guided projectiles developed by Norinco, such as the GP155 or GP1, as well as standard NATO 155mm ammunition. Capable of both direct and indirect fire, the SH-15 can reach a maximum range of 53 kilometers with rocket-assisted projectiles.

Equipped with a semi-automatic loading system, the SH-15 can achieve a firing rate of 4 to 6 rounds per minute. Its integrated ammunition storage supports rapid response and high battlefield mobility. Before firing, two large spades are deployed at the rear to stabilize the platform. The system includes a computerized fire control system, along with navigation, positioning, and targeting capabilities, allowing it to receive mission data from an artillery command vehicle.

Mounted on a Shaanxi 6x6 military truck with an armored cabin, the SH-15 accommodates a crew of six, providing protection against small arms fire and artillery fragments. A 12.7mm heavy machine gun can be mounted on the roof for self-defense. Thanks to its lightweight and mobility, the system can be rapidly deployed in difficult terrain and transported by medium-sized military aircraft such as the Y-9.

Adopted by the Chinese army between 2018 and 2020, the SH-15 has been exported to several countries, including Pakistan, which signed a contract for 236 units in 2019, and Ethiopia, which received at least 32 units in 2023. The estimated unit cost, based on the Pakistani order, is approximately $2.1 million.

The induction of the SH-15 marks a major milestone in Pakistan’s artillery modernization. Combining heavy firepower with strategic mobility, it enables rapid repositioning in complex environments—an advantage for high-intensity operations. Compatible with NATO-standard and precision-guided ammunition such as the GP6, the system provides long-range strike capabilities suited to modern battlefield needs. Its fully digital fire control system, automatic gun-laying, and GPS-based navigation enhance accuracy and reduce crew workload. The modular design facilitates maintenance, while the armored cabin ensures crew survivability in contested zones. With the SH-15 operational, Pakistan’s artillery units are now capable of delivering faster, longer-range, and more precise fire support, critical for both conventional and hybrid warfare scenarios.

Since 1947, Kashmir has been at the center of the Indo-Pakistani dispute. While India considers Jammu and Kashmir an integral part of its territory, Pakistan advocates for a United Nations-sponsored plebiscite, convinced that the population would choose to join Pakistan. Tensions are further fueled by mutual accusations of supporting terrorism: India denounces the alleged involvement of the ISI, Pakistan’s military intelligence agency, while Pakistan accuses India of fomenting unrest in Balochistan.

Recent statements by General Asim Munir, Chief of the Pakistan Army, describing Kashmir as Pakistan’s "jugular vein," have further intensified tensions. This expression highlights the critical importance of Kashmir’s rivers—originating in Indian-controlled territory, for Pakistan’s water supply and agriculture. The suspension of the Indus Waters Treaty by India is perceived in Islamabad as a potential act of war, with Pakistan warning against any attempt to block or divert these essential flows.

On the ground, the immediate interruption of water flows is technically unfeasible, but India has suspended the sharing of hydrological data and flood warnings, making Pakistan’s planning efforts significantly more difficult. This situation generates considerable concern, particularly in regions like Sindh, where 80% of agriculture depends on these waters. Experts such as Ghasharib Shaokat warn that such uncertainty could lead to systemic economic disorder.

On the diplomatic front, while the United States expressed solidarity with India following the Pahalgam attack, it has called for both parties to seek a responsible solution. Washington, now more closely aligned with New Delhi in its strategy to counterbalance China, maintains a cautious stance towards Islamabad. Some analysts suggest that this implicit support could encourage India to adopt a firmer posture.

China, Pakistan’s historic ally, could also play a role in this evolving crisis. Although Beijing condemned the Pahalgam attack, its primary focus remains on safeguarding its strategic interests, notably in Balochistan and the disputed Aksai Chin region.

The large-scale deployment of Pakistani SH-15 howitzers, combined with the current hydrological and military escalation, underscores the extreme fragility of the situation in South Asia. As tensions continue to rise, the risk of an open confrontation between India and Pakistan remains significant, in an international context where calls for moderation have so far struggled to produce tangible results.

In a big escalation of border militarisation, Pakistan has deployed 250 Chinese-made SH-15 truck-mounted self-propelled howitzers along its border with India in a major boost to its artillery capabilities, top intelligence sources told India Today. According to sources, the Pakistan Army has begun systematically positioning the 155mm artillery systems across key sectors along its eastern frontier with India, stretching from north to south.

The deployment marks one of Islamabad's most significant artillery reinforcements in recent years and comes as it continues efforts to modernise its armed forces following Operation Sindoor, India's tri-services counterterrorism operation in May 2025. The operation targeted terrorist infrastructure across the Line of Control (LoC) and inside Pakistani territory using precision strikes.

SH-15 OFFERS LONG-RANGE, HIGH-MOBILITY FIREPOWER​

The SH-15, manufactured by China's state-owned defence company NORINCO, is the export version of the People's Liberation Army's PCL-181 wheeled self-propelled howitzer. Mounted on a 6x6 armoured Shaanxi truck chassis, the system is designed for rapid deployment and high mobility, with road speeds of up to 90 kmph and the ability to quickly reposition across difficult terrain.

The 155mm/52-calibre artillery platform can fire standard Nato-compatible ammunition to ranges of around 30 to 40 kilometres, while rocket-assisted V-LAP projectiles can reportedly strike targets between 53 and 72 kilometres away. It is also equipped with an automated fire-control system and hydraulic stabilising spades that allow crews to quickly deploy, fire up to six rounds per minute and relocate before enemy counter-battery systems can respond.

According to defence sources, the induction of 250 SH-15 systems is sufficient to equip multiple artillery regiments, significantly strengthening Pakistan's long-range conventional strike capability.

CHINA-PAKISTAN DEFENCE TIES DEEPEN​

The latest delivery also highlights the growing defence partnership between Islamabad and Beijing, which has expanded steadily over the past decade. Beyond arms transfers, China and Pakistan have increased joint military exercises aimed at improving interoperability, networked command-and-control capabilities and combined-arms operations.

On Saturday, Pakistan commemorated the 99th anniversary of the founding of the People's Liberation Army (PLA) at the General Headquarters in Rawalpindi. Speaking at the event, Pakistan's Chief of Defence Forces and Chief of the Army Staff, Field Marshal Asim Munir, described the relationship between Pakistan and China as "unique, time-tested, and has remained steadfast in the face of evolving regional and global challenges."

According to Pakistan's Inter-Services Public Relations (ISPR), the ceremony was attended by Chinese Ambassador Jiang Zaidong, China's Defence Attachw Major General Wang Zhong, officials from the Chinese Embassy and senior officers from Pakistan's Army, Navy and Air Force.

If accurate, the deployment reflects a broader pattern that has gathered pace over the last decade: Pakistan's determined effort to modernise its conventional military capabilities through Chinese technology, financing, and industrial cooperation, while China increasingly treats Pakistan as both a strategic partner and a laboratory for the operational validation of its defence systems.

Additional deployments have reportedly been observed in northern Punjab and along sectors of Pakistan-occupied Kashmir (Pakistan Azaad Kashmir) facing the Line of Control. It's Not Just About The Guns

More significantly, the deployment must be understood within the larger trajectory of China-Pakistan defence cooperation. Over the past decade, China has emerged as Pakistan's overwhelmingly dominant supplier of military hardware, accounting for roughly three-quarters of Pakistan's major arms imports, according to various estimates. Yet, the relationship has evolved far beyond a traditional buyer-seller arrangement. It increasingly rests upon technology transfer, licensed production, industrial collaboration, regular joint exercises, and expanding operational interoperability across all three services.

This transformation is evident across domains. In the air, the JF-17 Thunder programme has matured into one of the most extensive examples of Sino-Pakistani defence co-production, complemented by the induction of J-10CE fighters, advanced air-to-air missiles such as the PL-15, armed unmanned aerial systems, and layered air defence systems, including the HQ-9/P and LY-80. At sea, the acquisition of Type 054A/P frigates and the ambitious Hangor-class submarine programme point towards a long-term restructuring of Pakistan's naval capabilities. On land, Chinese-origin VT-4 tanks, SH-15 artillery systems, missiles, helicopters, and armoured vehicles have steadily replaced ageing Western equipment.

Beijing's New Test Lab

For Beijing, this partnership serves multiple strategic purposes. Pakistan offers China a dependable geopolitical partner on India's western flank, an expanding market for its defence industry, greater influence in the northern Indian Ocean through projects linked to the China-Pakistan Economic Corridor (CPEC), and, increasingly, valuable operational feedback from real-world military contingencies. Reports that Chinese-origin systems employed during the 2025 India-Pakistan confrontation generated useful combat data underline an aspect of the relationship that is often overlooked: Pakistan has become an important platform through which Chinese military technologies are tested and refined under operational conditions.

For Pakistan, the benefits are equally clear. Chinese equipment offers relatively affordable modernisation, favourable financing arrangements, and reduced dependence on increasingly uncertain Western suppliers. The availability of technology transfer and local production further strengthens Pakistan's defence industrial base, even though sustaining a large inventory of sophisticated systems will continue to impose significant financial and logistical burdens.

For India, the implications extend beyond the induction of a single artillery system. The challenge remains one of managing simultaneous military competition with both China and Pakistan. The prospect of sustained pressure across the northern and western fronts inevitably complicates force allocation, procurement priorities, and operational readiness.

What India Should Do

New Delhi's response has thus combined diplomatic restraint with continued emphasis on military preparedness. Official statements have reiterated India's determination to safeguard its national interests while underscoring that cross-border terrorism remains the central source of instability. At the same time, India has accelerated the implementation of its long-delayed Field Artillery Rationalisation Plan.

The induction of the K9 Vajra-T tracked self-propelled howitzer continues, with follow-on acquisitions expected to substantially expand fleet strength for both western and northern theatres. Indigenous capability is also advancing through the ATAGS programme, with more than 300 guns contracted and operational induction expected to begin around 2027. The Dhanush programme remains in production, while the M777 ultra-light howitzer provides specialised capability for mountain formations. Alongside artillery platforms, India is investing in extended-range Pinaka rocket systems, counter-battery radars, surveillance assets, precision-guided munitions, and increasingly networked command-and-control systems that seek to integrate sensors and shooters more effectively.

Nevertheless, familiar structural challenges persist. Procurement delays, the need to fill longstanding artillery shortages, adaptation for diverse terrain ranging from deserts to high-altitude environments, and the integration of new systems into a modern C4ISR architecture continue to shape India's force modernisation agenda. The strategic imperative is not merely acquiring more guns but ensuring that surveillance, targeting, logistics, and command systems evolve in parallel.

The reported SH-15 deployment represents another step in the steady consolidation of the China-Pakistan partnership and Pakistan's broader effort to strengthen its conventional military capabilities. For India, the development reinforces an already familiar reality: sustaining credible deterrence in an increasingly contested regional security environment will depend not on reacting to individual acquisitions but on maintaining the momentum of indigenous modernisation, strengthening network-centric warfare capabilities, and preserving readiness across an enduring two-front challenge.
