At a high-level review meeting on January 13, Prime Minister Narendra Modi injected a sense of urgency in India's security plans by demanding complete accountability from top officials.

Key players such as Chief of Defence Staff General Anil Chauhan and National Security Advisor Ajit Doval attended the meeting, which was centred on addressing the long-standing issues of project delays and cost overruns in the defence sector.

In his remarks, Prime Minister Modi emphasised the necessity of "total accountability" in defence planning and the significance of project timely and cost-effective execution.

The measure is issued at a time when India is dealing with a number of defence projects that are experiencing delays and budget hikes; some of these projects are decades-long and cost hundreds of crores.

According to reports, the meeting covered a number of issues, including:
  • Prolonged delays: The development of projects such as the Future Infantry Combat Vehicle (FICV) and the indigenous Kaveri jet engine has been impeded for years, thereby hampering the modernization of the armed forces.
  • Budget overruns: A number of projects have seen large budget increases, prompting questions about prudent money management and effective resource distribution.
  • Simplifying procurement procedures: The meeting's topics included how to cut down on the bureaucratic roadblocks that frequently cause delays in the procurement process.

Resolving Issues and Moving Forward

The Prime Minister's demand for accountability is a blatant indication of his intention to deal with the long-standing problems with Indian defence approach.

Though the precise actions that will be done are yet unknown, the meeting most likely laid the ground for additional discussions and detailed action plans.

PM Modi's emphasis on accountability in defence planning is an important step towards addressing the sector's long-standing issues.

In the upcoming months, it will probably become clearer how well these issues are addressed and whether India can fulfil its aspirational objectives of strengthening its national security posture and modernising its armed forces.
