They think the civility of the public will hold under the kind of stress being experienced. While many would want to do this, a better protest movement would be to say “We reserve the right refuse to serve you, please take your business elsewhere”. No need for bad words to be exchanged, but the message is delivered more effectively. If the public started to turn away those they hold responsible for the current situation, they would get the message that their actions carry the consequences of being ostracized.
