Right now I would argue the PAF matches IAF in many capabilities (like BVR, EW air refueeling), surupasses IAF in many areas (UCAVs and AEW assets) and possibly lags the IAF in some areas. In terms of training, I would put PAF at least a decade ahead too.

With the addition of the stealthy KIZILELMA and ANKA-3 (going into serial production in 2024-25 time frame) the PAF can take it to the next level. The PAF can implement the USAF CCA (Collaborative Combat Aircraft) like concept by integrating JF-17 PFX, J-31 and KAAN with KE & ANKA-3.....

I know the Tejas MK1A is a lightweight fighter, yet it can carry a payload of 5.3 tons on external hard points and has a combat range of 749 kilometers. Equipped with modern avionics, it can carry advanced missiles like the Meteor, which the F-16 cannot. The Tejas has an advantage over the F-16 in both BVR and WVR combat.
