The Karachi Shipyard & Engineering Works Limited (KS&EW Ltd.) is a major defence contractor and shipbuilding company situated in the West Wharf in Karachi.

The KSEW Ltd. is sponsored and owned entirely by the Ministry of Defence Production whose corporate leadership comes directly from the Navy HQ of the Pakistan Navy. With Pakistan Navy being its primary customer, the KSEW Ltd. also has contracts with the National Shipping Corporation, Karachi Port Trust, Port Qasim Authority, and for a wide range of customers in the private sector in Pakistan.

The current Managing Director of KS&EW is Rear-Admiral Salman Ilyas. Karachi Shipyard & Engineering Works acquired certification of ISO 9001 in 2000.

History and overview​

Planning to established the shipyard in Karachi began in 1947 as it was thought as essential for defense of the country.[4] In 1952, the Government of Pakistan reached out to Government of Germany for funding and loan feasibility, which both nation agreed upon.[4] In 1955, the Karachi Shipyard & Engineering Works Limited was established when Pakistan Industrial Development Corporation (PIDC) commissioned a project that was delivered to Karachi Port Trust (KPT) in 1957.

Since 1955, the KSEW Ltd. remains under government sponsorship and is entirely owned by the Ministry of Defence Production.[5] It corporate leadership is approved as deputation by the Navy HQ of Pakistan Navy. The KSEW Ltd. has attained product certification and qualification from the Turkey and United Kingdom's registry, but it usually follows British standards for quality of its products.[5]

The KSEW Ltd. is the only company in Pakistan that has ability and capability to build ships, and the primary builder of submarines since its establishment in 1955.

Our ship building team comprises of Naval architects, marine Engineers, production & design engineers and project managers having extensive experience in ships/ vessels construction. It is worth mentioning that, in the recent past KS&EW has indigenously constructed 17000 T Fleet Tanker and Fast Attack Crafts (Missile) with Harbah weapon systems and undertaken the construction of Gun Boat without any involvement of foreign yard.

The Karachi Shipyard & Engineering Works Limited (KS&EW), is a major defence contractor and military corporation situated in West Wharf in Karachi, Pakistan. It is the oldest and the only shipyard in Pakistan, catering for shipbuilding, ship repair and general heavy engineering. It has built numerous cargo ships, oil tankers, tugboats and support vessels, landing crafts, naval vessels and submarines for Pakistan Navy.

History

It was established in mid fifties as a project of Pakistan Industrial Development Corporation (PIDC) and was later incorporated as a public limited company in 1957 which is managed by a Board of Directors and a Managing Director. The shipyard is spread across 71 acres and located at west wharf in Karachi. It is equipped with a large shipbuilding hall, three block fabrication areas, three shipbuilding berths, two dry docks, a machine shop, a grit blasting and painting facility, a 7881 tons capacity ship lift and transfer system, 13 parking stations.

Projects

17,000 Ton Fleet Tanker


A contract was signed on 22 January 2013 between the Ministry of Defence Production, Pakistan and STM , Turkey to construct a 17000 ton fleet tanker for the Pakistani Navy. The Kit of Material was provided by STM and the construction, outfitting took place at KS&EW. The construction of the vessel started on 27 November 2013 and it was launched on 19 August 2016. This is the largest ship built in Pakistan till date.

Agosta 90B

In the 1990s KS&EW constructed two Agosta 90B submarines for the Pakistani Navy. These were built under a transfer of technology from DCNS, France. The technology was mostly related to construction of the pressure hull and outfitting of the submarine. The third submarine, PNS Hamza, was constructed with MESMA AIP unit, while the first two (PNS Khalid and PNS Saad) will be retro-fitted during their next overhauls with a "plug" containing a MESMA AIP unit. The submarine's hull will be cut and the plug inserted. The second MESMA unit was shipped in June 2011.

Future Projects

The next submarine project will see KS&EW jointly involved with Chinese company CSOC (China Shipbuilding & Offshore International Co. Ltd.) in the design and construction of six submarines equipped with air-independent propulsion (AIP). These will be designed to Pakistani specifications and four will be built at a CSOC shipyard in China, while two will be constructed by KS&EW. It is believed that little upgrading of facilities is required because much of the current infrastructure meets the requirements. The preliminary negotiations were reported to be completed in March 2011. It was earlier believed that the project would involve China's Type-041 Yuan class submarine, which had been mentioned by Admiral Noman Bashir, Chief of Naval Staff, several times since 2009.

Midget Submarines

This type of Mini Submarine can be used for various purposes like attacking enemy units in harbour with Frogmen/Chariots, at sea with torpedos, at shore installations by commandos etc. Other uses include mine laying, defensive barrier in shallow waters, advance pickets duties, intelligence gathering etc.

Fast Attack Craft (Missile)

Construction of Fast Attack Craft, FAC(M) No 4, was started on 09 Dec 2016 with steel cutting and subsequently keel laying was performed on 30 Mar 2017.

This ship is a state of the art, multi mission corvette having a length and breadth of 63 m and 8.8 m, respectively. The design draught of the ship is 2.46 m and displacement of 560 tons. The ship has maximum speed of 30 knots and a range of 1000 Nautical Miles. This ship is propelled by 04 Diesel Engines, 04 Propulsion Shafts with Fixed Pitch Propellers. The ship carries surface to surface missiles, 25 mm gun, CIWS, surface search and tracking radars. It has a stealthier design with state of the art combat system. The third vessel is an improved version compared to earlier vessels and will carry indigenous weapon system. The ship is being built under Chinese Classification Society Rules.

Maritime Patrol Vessels

KS&EW is indigenously constructing two Maritime Patrol Vessels (MPVs) for PMSA of 600 and 1500 tons displacement. The 600 tons MPV was launched on 05 Dec 2017 and is scheduled to be delivered by April 2018 while the 1500 tons MPV will be completed by February 2019.

These MPVs will have the capability to operate independently or as part of a composite force in coastal and deep sea areas. MPVs will be utilized for different roles including Maritime Security Operations, Patrolling and Policing Operations against Asymmetric Threats, Surveillance of EEZ, Pollution Control, Disaster Relief and Intelligence gathering.

600 Tons MPV is 68 m long and has a maximum breath of 8.7 m. Propelled by four engines, the vessel has a top speed of 27 Knots while 1500 Tons MPV is 95 m long and has a maximum breath of 11 m. Propelled by two engines, the vessel has a top speed of 26 Knots.

The Pakistan Navy (PN) Dockyard,

The Pakistan Navy (PN) Dockyard, since its inception in 1952, has been undertaking repair works, modernisation and rebuild of Pakistan Navy Ships, Submarines and Crafts.

Pakistan Navy Dockyard is providing technical assistance, rebuild and repair of a wide range and diversity of equipment of PN Fleet and has undertaken fleet modernisation and up gradation programmes with success.

PN Dockyard has developed the capability to undertake ambitious and indigenous construction projects like the production of Missiles Boats, Mines Counter Measure Vessel (MCMV) and AGOSTA 90-B Submarine.

It was engaged in more than a billion dollar project of MODP for construction of Agosta 90-B submarines with the help of France. Submarine Construction in Pakistan Navy is a continuation of the naval construction efforts, which started in Pakistan Navy Dockyard in 1971 for self-reliance and indigenisation.

It includes construction of floating docks, missile boats, X-Craft submarines and MCMVs. PN Dockyard had 30 years of repair & maintenance experience of DAPHNE and AGOSTA 70 submarines prior undertaking Meta construction project of AGOSTA-90B submarines in 1994.

MV Hetian was the first cargo ship built by Pakistan in 1978 for China. The ship could carry 13000 tons of cargo.
Pakistan built about 20 cargo ships for China between 1978 and 1992.

Able to carry 18000 tons of cargo and 151 meters long, the MV Islamabad is the largest ship made is Pakistan.

Steel Cutting Ceremony of 16 T Bollard Pull Pusher Tugs being built for Pakistan Navy, was held at Karachi Shipyard & Engineering Works (KS&EW) on 10 Oct, 2019. Commander Coast Vice Admiral Muhammad Fayyaz Gilani HI(M) graced the occasion as Chief Guest. The ceremony was attended by senior officials from Government of Pakistan, Pakistan Navy, Corporate Sector and KS&EW.

The Tug has an overall length of 21 meters with a displacement of 255 tons. It has maximum speed of 10 knots and propelled by 2 Diesel Engines. It is fitted with a very robust fendering arrangement for all round tugging operations. It has also a unique fendering below waterline to ensure safe movements of submarines.

On the occasion, the Honorable Chief Guest said that it is indeed a loud manifestation of indigenization policy being pursued by MoDP. He appreciated Karachi Shipyard for their valuable contribution towards attaining goal of self-reliance in the field of ship building. He highlighted an important segment of marine industry i.e. fishing industry and said that KS&EW has full capacity to construct modern fishing trawlers / boats and urged provincial governments to revamp this area through potential of this solitary shipyard of the country. .

Earlier MD KS&EW, Rear Admiral Ather Saleem SI(M) in his welcome address thanked Pakistan Navy and MoDP for their continued support. He said that in the past KS&EW has already constructed various tugs ranging from 10 to 40 Tons Bollard Pull capacities. He highlighted that in parallel to the Ship Repair and Gen. Engineering activities, various shipbuilding projects including 1500 Tons Maritime Patrol Vessel for Pakistan Maritime Security Agency, Fast Attack Craft (Missile) No. 4 for PN and Bridge Erection Boats for Pakistan Army are being executed. Preparation of mega projects of construction of 4 submarines and 2 MILGEM Class Corvettes for Pakistan Navy are being made. He assured that KS&EW is committed to complete these challenging projects on time, meeting international quality standards

KARACHI/ISLAMABAD: The Navy held the launching ceremony of Pakistan's first indigenously-designed Fast Attack Craft (Missile) — or FAC (M)-4 — at the Karachi Shipyard & Engineering Works Limited (KS&EW) in the metropolis' West Wharf, the director-general of the Navy's public relations said in a statement issued Wednesday.

According to the Navy's statement, Defence Production Minister Zubaida Jalal was the event's chief guest.

A state-of-the-art, multi-mission vessel, the FAC (M)-4 is 63-metre long and has a displacement of over 560 tons. It is propelled by four shafts, has 30-knot speed, and will be equipped with indigenously-developed, anti-ship missiles and sensors.

The vessel has been indigenously-designed by Maritime Technologies Complex (MTC), the statement added.

Addressing the event, Jalal, the defence minister, congratulated the Pakistan Navy, MTC, and the KS&EW for the remarkable achievement towards the national goal of indigenisation and self-reliance.

She said the KS&EW is one of the few public sector industries, which have made remarkable turnaround in the last decade and transformed into a sustainable profit generating entity of the Ministry of Defence Production.

Jalal added that in view of future economic growth of the country, the ministry is vigorously pursuing establishment of new shipyards.

She noted that this Missile Craft will effectively safeguard the sea frontiers of the country.

Earlier, KS&EW Managing Director Rear Admiral Ather Saleem thanked the MoDP and the Pakistan Navy for their continued support.

He added that during the recent years, the KS&EW has completed various projects at par with international quality standards. As a result, the Pakistan Navy has reposed its confidence in the Karachi Shipyard by awarding construction contracts for MILGEM Class ships, HANGOR class submarines, and Bollard Tugs.

Construction of both Tugs has commenced while preparations for construction of MILGEM Class ships and HANGOR class submarines are progressing as per plan, he said, assuring at the same time that the KS&EW is committed to complete all these challenging projects on time, within allocated budget, and while meeting international quality standard.

The ceremony was attended by large number high ranking officials and dignitaries from federal and provisional governments, the Pakistan Navy, and KS&EW.

Balochistan will give 750 acres land in Pasni for shipyard’s construction

The Balochistan cabinet on Friday approved allotment of 750 acres of land to the Ministry of Defence Production for construction of a shipyard in Pasni city of Gwadar district.

The Balochistan government will allot the land to the ministry for construction of the shipyard on the of basis 30% equity. The provincial share will be 20-30% in the project.

“Around 10,000 jobs will be created in the shipyard, which would help in providing jobs to Balochistan’s youths,” Liaquat Ali Shahwani, spokesman for the Balochistan government, said.

The cabinet meeting, which continued for around eight hours, discussed about 50 agenda points. The cabinet reviewed the proposed amendment in the Local Government Act, 2010, and decided that the proposed amendment would be introduced after giving it final shape before holding of next local bodies election in Balochistan.
