I think US sanctions have weakened in potency because US's economic power and leverage in the world has obviously weakened- US and NATO put the most sanctions on any country on earth on Russia recently, but Russia got over at least 80% of the impact of the sanctions within 2 years- US economic sanctions is like a toothless tiger these days!and threatened 'sanctions like you have never seen them before'.
this is the US military's diplomatic way of admitting the resistance forces have hit them "surprisingly hard". Actions speak louder than words.Not only Iraq...

Kurdish wants US presence, because Kurd will face the heat from both Iran and Turkey once US leave. Or US remain in Kurdish region.I wouldnt be suprised if its the Iraqis that still want them there.
