Pakistan Navy Type 054AP Frigates - Update, News & Discussion​


The Type 054A (NATO/OSD Jiangkai II) is a class of guided-missile frigate from the People's Republic of China. It is a development of the Type 054 frigate;compared to its predecessor, the Type 054A has medium-range air defense capability in the form of Type 382 radar and vertically launched (VLS) HHQ-16 surface-to-air missiles.

The Type 054A entered service with the People's Liberation Army Navy (PLAN) in January 2008, and was a key component of the PLAN's surface fleet by the late 2010s.Production was ongoing in 2021

Pakistan Navy commissions its first of four Type 054A/P frigates​

The Pakistan Navy announced on 8 November that it commissioned PNS Tughril , its first of four Chinese-built Type 054A/P frigates, in a ceremony held at the Hudong-Zhonghua shipyard in Shanghai. (Pakistan Navy)

The Pakistan Navy (PN) announced on 8 November that it has inducted into service its first of four Type 054A/P multirole frigates being built by China's Hudong-Zhonghua shipyard.

Named PNS Tughril , the 134 m-long frigate – which was launched in August 2020 – entered service in a ceremony held at the shipbuilder's facilities in Shanghai that was also attended by Pakistan's Ambassador to China, Moin Ul Haque.

The commissioning comes after the shipbuilder launched the third ship of the Tughril class around early August while the second entered the water in January. The fourth and final frigate is also under construction and expected to be launched later this year.

The contract for the first two frigates is believed to have been signed in 2017, and a further contract for two more ships was announced in June 2018, when it was also indicated that delivery of all four ships is expected to be completed by 2022.

The vessels, which are based on the Type 054A (Jiangkai II)-class frigates operated by China's People's Liberation Army Navy (PLAN), are expected to replace the PN's four remaining Tariq-class frigates – formerly Type 21 (Amazon)-class frigates – built for the Royal Navy in the 1970s.

Little official information has been released about the weapons and sensors being fitted to the Type 054A/P frigates. However, the platforms will potentially deliver a significant uplift in capability comparable to that of the PLAN frigates.

In an impressive ceremony held at Hudong Zhonghua Shipyard Shanghai, China; two newly built Type 054 A/P Frigates namely PNS TIPPU SULTAN and PNS SHAHJAHAN were commissioned in Pakistan Navy. Chief of the Naval Staff Admiral Muhammad Amjad Khan Niazi graced the ceremony as Chief Guest and handed over the traditional Command Scrolls to the Commanding Officers of PN Ships.

Speaking on the occasion, the Chief of the Naval Staff highlighted that the commissioning of PNS TIPPU SULTAN and PNS SHAHJAHAN ushers a new chapter in Pak-China friendship that has matured and rests firmly on the pillars of trust, respect, and mutual support. The same is manifested in our defense collaborations. Naval Chief added that with the active support of the People’s Republic of China, Pakistan Navy has undertaken substantial measures to strengthen its force structure and progressive capability enhancement. The Chief Guest underscored that completion of the Type 054 A/P Project is a major leap towards strengthening capabilities to respond to maritime threats and contribution to peace and stability in the region.

Towards the end, the Admiral thanked and praised the concerted efforts made by all major stakeholders involved in the development of the ships including BOMETEC, SASTIND, PLA, HZ Shipyard, and CSTC for the timely completion of the project despite pandemic challenges.

The contract for four multi-role frigates (Type 054-A/P) for Pakistan Navy was signed between Pakistan and China in 2018. The first and second ships PNS TUGHRIL and PNS TAIMUR joined the PN fleet in 2022. The development of these state-of-the-art naval units for the Pakistan Navy is hinged upon modern stealth design with the capability to simultaneously engage in multiple naval operations to counter maritime threats. The 4000 tons frigates are technologically advanced and highly capable platforms having enormous surface-to-surface, land attack, surface-to-air and underwater firepower coupled with extensive surveillance potential. These ships will provide deterrence and mean for averting threats in our region while contributing towards the protection of Sea Lines of Communications (SLOCS).

The ceremony was attended by high-level Civil & Military dignitaries including the Ambassador of Pakistan to China and officials of Hudong Zhonghua Shipyard.

About Type 054A and Type 054 A/P frigate​

The Type 054A is a multi-role frigate and is recognized as the backbone of the People’s Liberation Army Navy (PLAN) fleet of surface combatants with 30 vessels in commission. They have a length of 134 meters, a beam of 16 meters for a displacement of 4,000 tons. They have a crew complement of 165 sailors and are fitted with:
  • a H/PJ-26 76mm main gun
  • 2×4 CM302 anti-ship missiles
  • 32x VLS cells for HQ-16 surface-to-air missiles
  • 2x Type 730 30mm CIWS
  • 2x Triple Torpedo launchers
In PLAN service, those frigates feature a Type 382 radar which shares a close resemblance with the Russian MR-710 Fregat radar. Unlike the Pakistan Navy variant – whose first ship-in-class is fitted with an SR2410C radar – the Type 054A in Chinese Navy service does not feature a long-range/metric wave radar.
 
Are these ships capable of carrying the HQ-16FE naval variant? An active radar seeker version has probably recently been developed for the Type 054B, so an export approved version may come out soon.

HQ-16's duty is not for intercepting Brahmos like supersonic targets sir it's duty of HHQ-10 or FL,3000 to intercept supersonic targets like Brahmos

If you can detect and engage the threat 100 km out, it also acts as a deference to future cars. Remember the flight profile of the Brahmos and Brahmos-NG.

The HQ-16FE (160 kn range) is the equivalent of the SM-2 Block 3 (150 km).

Pakistan just needs a VTOL AEW aircraft to fly off the back of one of its ships in a flotilla to provide radar guidance for the HQ-16FE missiles in a CEC; collaborative engagement cooperation manner. Even a makeshift small flat top could operate a few of these aircraft and allow the fleet to keep itself safe, something like the old Italian navy’s San Marco LHD, enough space for 18 helicopters, or a few large AEW tilt rotor aircraft. Pakistan could probably buy the San Marco for relatively cheap and fit it out with a lot of modern equipment against the sea skimming threat, modern European radars and Sea ceptor missiles, Italian EW equipment, etc. the ship could also be used by Pakistani marines and UN peacekeepers, so its 8000 ton ship that could expand the capabilities of the PN, and add layers to its defenses.

Perhaps a Leonardo (Italian defense firm) tilt rotor could be the platform to carry a modern AEW radar for the navy. Something lien what was planned for the V-22 osprey.

Yes you're right sir it's way better to destroy launching jets than a supersonic Missile which is difficult to intercept

If launched from far away, the current Brahmos has to be launched form higher altitude and fly at high altitude until about a 100 km from the target. Intercepting the missile when its thousands of feet up and over a 100 km away with a 160 in range missile is a lot easier then hitting it when it’s sea skimming and closing in. The HHQ-10 only has a range out to 15 km, the sea captors have a range out to 35-50 km max, probably less against supersonic targets. Best to hit far and first.

But better to improve the HQ-16FE, and shoot off missiles as the salvo of Brahmos sea skim in.

Pick off one at 90km, another at 70km, a couple more at 55 km, and the last few at 30 km. Should something get through, it makes easier for the HHQ-10/FL-3000 to shoot off a few missiles (remember how long the time between shots) and the Type 1130 to try to get the stragglers.

I wouldn’t want to leave all my defenses in the hands of just the 24 cells of an HHQ-10/FL-3000N to be trying to fire off all its missiles against possibly a dozen Brahmos in the terminal 15 on. We are look at 5-15 seconds of engagement time.

Failure is not an option. We need to expect at least a salvo of a dozen Brahmos, so the 32 cells of the Tughril need very capable missiles (perhaps with RF/IIR dual mode seekers)

Better to focus on getting the defense right, and a large part of that are the missiles, so that when the PN looks to get a Type 052D variant, it can have it be able to defeat all current and expected threats effectively.

●CM-302 missile utilises ramjet propulsion to cruise at sub-sonic speed and achieve Mach 3 speed in the terminal phase.

●LY-80N medium-range surface-to-air missiles (SAM), incorporated in a 32-cell vertical launch system (VLS), provides air defence coverage for 40 km. These missiles, equipped with a semi-active seeker, will provide an extended targeting envelope to Pakistan’s surface fleet.

It is difficult to understand. The PLA 054a that was in service earlier has already deployed the 70-kilometer HQ-16B. Why did the Tughril-Class, which was put in service later, choose the 40-kilometer HQ-16?
