The report, titled “National Defense Industrial Strategy“raises serious concerns about industrial capacity in domestic defense to keep up with its competitors, especially China.

US is good at cold war legacy weapons, which can be a drag to new age future weapon development,. Look at Japan, it largely failed in EV transition cause legacy cars are so dominant across all its industries. This New transition time with AI and other up to date new tech gives newly emergent countries an opportunity to leapfrog traditional dominant powers.

China's advanced defense industry was just started in recent years, and it usually takes decades to form a stable and trustful provider and customer relationship. This is why Russia still holds a considerable global arms market share even its defense industry is declining for at least a decade. Besides, China now is focusing upgrading its own equipments, it's pretty urgent, it doesn't really have much extra capacity to produce for others.

Buying weapons often are first political decisions and then technical considerations, those rich Arabic nations now still think US military can give them security. I do tend to agree that the loud cry in the article maybe just trying to get more funding for US military.
