I appreciate the input from members who see this change as a necessity to address historical imbalances. I also understand that this change has been driven by a feeling that another conflict with India is incoming.
I think it is also important to look beyond Asim Munir, and understand the long term implications for Pakistan.
From what I have read regarding the 27th Amendment, it seems clear the FM will now retain the rank, privileges and remain in uniform for life. I am sure the following questions will be answered in due time:
1) Will the CDF post holder have a fixed term limit? (It seems not at this stage as extensions will likely be granted by the gov)
2) Will there be an age limit for the appointment of a CDF? (Linked to the above point -Thinking about cognitive abilities and impact on command decisions)
3) Will the CDF need to complete an advanced command and staff course for effective leadership to manage and develop coordinated defence planning? (Will such a course have to be developed?)
4) Aligned with point 3, will an actual independent institution be developed around the CDF role that would harmonise planning and joint initiatives across multi domain requirements?

IMO it's a timely decision. The Hindutva reaction has already come via a potential false flag to test the Pak resolve. Couple it with the constant provocation from the Last Hanuman Taliban being the slaves and worshippers of the Ram Rajya....

The talks of long term, even lifelong, Army Chief's been going on for a long time. Raheel Sharif was one, then Imran thought of Bajwa, and now General Munir.
I don't think anyone sees a 70+ year old General Munir in some critical place. I think the plans are to prepare for a conflict with India and to deal with the terrorism and economic issues of Pakistan, which are domestic, of course.
As for some 'independent institution'. Can't say but Pakistan did develop a good new Strategic institution which guards and manages Pakistan's nuclear doctrine, so who knows.
Well I won't comment on the political side of the FM for life rank and lifelong constitutional immunity because that is self evident and it's logically incoherent to even think there's another side to that coin rather than self preservation.
However with regards to your questions:
1. As per law CDF is for fixed term. FM will retire as CDF at the end of completion of his term as CDF. Government will find him a non-operational role afterwards. As for the service extension, that's political again, that can and has occurred for the COAS as well.
2. To put simply CDF is just COAS on steroids
so age limit and other prerequisites are the same as for COAS as of now (can change later, who knows).3. I am not so sure what you mean by "Advance Command and Staff Course" because a CSC is to be qualified for the rank of Brigadier. For General ranks, one needs to be qualified in War Course - which usually covers all aspects of military including other services branch. Although it might be better to come up with a more improved version of the War Course that includes new material of integrated armed forces but then again, operational plans are devised by GOCs (approved by MO Directorate), and DCS (O) (approved by Air and Naval HQs) all of whom are the rank of Major General or equivalent and qualified in War Course on top of their services respective CSC.
4. The JS HQ already exists, most likely that is what will be revamped and expanded. DCI already exists in Islamabad so most likely (my guess) the executive administration and operational offices will be shifted there. However, this remains dependent on how they go about restructuring the armed forces e.g. Theatrization or BCT. If Theatrization then there will Command Centers in different parts of the country, coordinated by the Centre.

We have a similar post Chief of Defence Staff (CDS). Our CDS is the Chairman of the Chiefs of Staff Committee (COSC) – the inter-service syndicate having chiefs from Army, airforce and navy.
So far so good.
However our CDS has a fixed tenure, can be chosen from Any of the three services based on seniority.
they have cabinet secretary rank and work under civilian govt directive.
they have no immunity whatsoever.

It also provides the services more "investment" in that they can hope for achieving greater goals if they for e.g. dont make a Chief for their service.
Meanwhile in Pakistan since the last 25 years if you have not made Chief you are set for retirement even if otherwise there was potential to become CJSC or in now CDS.
There is another problem here which Pakistanis are ignoring.
What if, the supposed red lines which Pakistan has maintained for whatever reasons are crossed - and this single individual decides not to use the nuclear weapons.
What happens then?
It could be a very good omen for India but on the flipside what if that triggers a complete internal coup and this man is taken out and now already very angry individuals instead of gradual escalation decide to use everything at India?
This move has added another layer of facade of stability but further weakened the foundation of house of cards.

In the late 1960s or early 1970s, the armed forces collectively established the position of Joint Chief of Staff to enhance inter service coordination. Initially, it was agreed that the role would rotate among officers from the Pakistan Air Force, Pakistan Navy , and Pakistan Army .However, over time, the Pakistan Army assumed exclusive control of the post.

CDF from a "everything else works in the system" could be stated as quasi efficient at reducing decision time albeit with the risk of multiplying errors.
If anything - if was implemented with complete HONESTY
then I would go even further to update it to even more central

Having a CDF only makes sense if you are going to change the rest of the structure and move into theater commands.
IDK why we are spending so much time on this futile excercise trying to find the strategic or military angle. It's a power grab, any other effects are inspite of, not intended.

If anyone had the read the proposed amendment they would know the sole purpose is to protect Asim Munir from the lynch squad that would travel his way after retirement.
This ensures he can comfortably retire and get protection from the corrupt state and not have to be 'Eid da Bakra' after retirement.

I don't know about finding angles from the article's plain "all is well" perspective.
But from a pure reorg concept it may not be a bad idea IF it was being done with just that intent.
This would put a lot of proper military efficiency into play and would even give all three services unprecedented exposure into each other's operational needs.

110% agree, but the IF throws a spanner in the works.
For a purely mental excercise though, would be interesting how theater commands would factor into Pakistan's geography and strategy. Do we even need them like the US Commands? Our theater commands would be more like a battlegroup(?)

Secondly, I'm sure there must have been internal talks before such a proposal was even presented to the Government. What's the chatter Navy and AF about this? Because, yes, ground reality was that CJCSC was a General for 3 decades now, but now CDF is also the Army Chief, so effectively, does this mean CNS and CAS are going to be reporting to COAS?
This was not happening in JCSC, since all chiefs held their operational independence. Is there any indication in the new amendment that it's going to change?
