General Dwivedi is a highly educated Brahmin from Uttarkhand, and thus speaks softly. What is amusing is his attempt to speak Shudh (Sanskritized) Hindi when his native language is simple Urdu ( Hindustani) evident in the choice of words in the rest of his rant. He can't read or write Urdu since the teaching of that language has been officially banned since 1947 but the spoken language still lingers handed down from the previous generations.
Uttarkhand ( earlier a part of the pre-independent Indian province known as United Provinces or UP) has officially banned the use of simplified Urdu and Urdu words in official communications but this General seems to ignore that directive.
