For France to forfill the Indian order and Ukraine order more factories will need to be set up soon

I think that has more to do with the ones using it, the Rafale comes with a pretty good weapons and support package which makes it pretty attractive.

Rafale is super good. It's omnirole, basically a swiss knife of fighter. Not everyone wants a plain air superiority fighter only, the next best thing is from Russia or America. Both extremely hard to work with right now. Other option from Germany/Europe and China are not good enough in other roles plus the Grippen weapon package is not on par with Rafale. Hope this clears it up.
