সংশ্লিষ্টরা বলছেন, জুলাই অভ্যুত্থান-পরবর্তী অন্তর্বর্তী সরকারের সঙ্গে বৃহত্তম বাণিজ্য অংশীদার চীনের সম্পর্ক প্রথম দিকে ঘনিষ্ঠ মনে হলেও পরে যুক্তরাষ্ট্রের সঙ্গে বাণিজ্য চুক্তি নিয়ে সমঝোতার পর চীন বাংলাদেশের সঙ্গে নিজেদের বাণিজ্যিক সম্পর্ক সতর্ক দৃষ্টিতে পর্যবেক্ষণ করছে।


এলডিসি উত্তরণের পর বর্তমান শুল্কসুবিধা অব্যাহত রাখার বিষয়ে প্রতিশ্রুতি দিলেও বাংলাদেশকে এখনো কোনো লিখিত নিশ্চয়তা দেয়নি দেশটি। রাজনৈতিক পট পরিবর্তনসহ নানান ইস্যুতে দ্বিতীয় বৃহত্তম বাণিজ্য অংশীদার ভারতের সঙ্গে বাণিজ্যিক সম্পর্কে অন্তর্বর্তী সরকার গঠনের শুরু থেকেই টানাপড়েন চলছে। পরবর্তী সময়ে দুই দেশের সরকারের বিভিন্ন পণ্যে স্থলপথে বাণিজ্য বন্ধসহ নানান বিধিনিষেধের কারণে দ্বিপক্ষীয় বাণিজ্যে স্থবিরতা নেমে এসেছে। এর মাশুল দিতে হচ্ছে বাংলাদেশকে।

ভারতের চাল সে দেশ থেকে কিনতে না পেরে এখন সিঙ্গাপুর থেকে কিনতে হচ্ছে অতিরিক্ত দামে।


আরেক উন্নয়ন সহযোগী জাপানের সঙ্গেও চলছে বিভিন্ন ইস্যুতে দরকষাকষি। বাণিজ্য চুক্তিতে যুক্তরাষ্ট্রকে যে সুবিধা দেওয়া হবে, অনুরূপ সুবিধা দাবি করছে দেশটি। এর ফলে দুই দেশের মধ্যে সম্ভাব্য অর্থনৈতিক অংশীদারি চুক্তি (ইপিএ) স্বাক্ষর নিয়ে তৈরি হয়েছে জটিলতা।


জাপান যুক্তরাষ্ট্রের উদাহরণ দিয়ে বলছে, তাদের দেশ থেকে আমদানি করা গাড়ির ওপর আরোপ থাকা উচ্চহারে শুল্ক হ্রাস করতে হবে।


সর্বশেষ বাণিজ্য হুমকিটি এসেছে বাংলাদেশের সবচেয়ে নিরাপদ বাণিজ্য অংশীদার ইউরোপীয় ইউনিয়ন (ইইউ) থেকে। যুক্তরাষ্ট্রের সঙ্গে রেসিপ্রোকাল ট্যারিফ চুক্তির আওতায় শুল্কসুবিধা পেতে দেশটি থেকে আমদানি বাড়ানোর প্রতিশ্রুতি দিয়েছে বাংলাদেশ। এ ছাড়া বাংলাদেশের পক্ষ থেকে বোয়িংয়ের তৈরি উড়োজাহাজ কেনা, জ্বালানি খাতে তরল প্রাকৃতিক গ্যাস (এলএনজি), বিভিন্ন কাঁচামাল আমদানিসহ বড় অঙ্কের ক্রয় চুক্তির প্রতিশ্রুতি দেওয়া হয়েছে। যুক্তরাষ্ট্রকে খুশি করতে গিয়ে বোয়িং থেকে বিমান কেনার এ ঘোষণা দেওয়ার পর ইউরোপের দিক থেকে আগের প্রতিশ্রুতি রক্ষা করে ফ্রান্সের এয়ারবাস কেনার চাপ বাড়ছে।


যুক্তরাষ্ট্রের আগে ফরাসি কোম্পানি এয়ারবাস থেকে ১০টি বিমান কেনার প্রতিশ্রুতি দিয়েছিল বাংলাদেশ। এখন ড. মুহাম্মদ ইউনূসের অন্তর্বর্তী সরকার যুক্তরাষ্ট্রের বোয়িংযের কাছ থেকে ২৫টি বিমান কেনার প্রতিশ্রুতি দেওয়ায় ইউরোপ নিজেদের বঞ্চিত মনে করছে। ফলে তারা বাংলাদেশকে চাপ দিচ্ছে প্রতিশ্রুতি রক্ষার। শুধু তাই নয়, বুধবার ডিকাবের অনুষ্ঠানে জার্মান রাষ্ট্রদূত প্রচ্ছন্ন হুমকিও দিয়েছেন। বলেছেন, এয়ারবাস কেনার সিদ্ধান্তে কোনো পরিবর্তন এলে সেটি বাংলাদেশের জিএসপি প্লাস সুবিধার ক্ষেত্রে বিরূপ প্রভাব ফেলতে পারে। অর্থাৎ এলডিসি উত্তরণের পর ইইউ থেকে জিএসপি প্লাস সুবিধা পাওয়ার বিষয়ে যে নিশ্চয়তা ছিল, সে সুবিধা না-ও পেতে পারে বাংলাদেশ। সব মিলিয়ে বিশ্ববাণিজ্যে বড় অংশীদার ও উন্নয়ন সহযোগী রাষ্ট্রগুলোর নানান শর্ত আর চাপ আন্তর্জাতিক বাণিজ্যে বাংলাদেশের জন্য বড় ধরনের হুমকি তৈরি করেছে বলে মনে করছেন বিশেষজ্ঞরা।


বাংলাদেশ উন্নয়ন গবেষণা প্রতিষ্ঠানের (বিআইডিএস) সাবেক মহাপরিচালক এম কে মুজেরী বলেন, ‘অন্তর্বর্তী সরকার এমন কিছু ভুল সিদ্ধান্ত নিয়েছে, যা শুধু বাংলাদেশের বাণিজ্য হুমকিতে ফেলেছে তাই নয়, এসব সিদ্ধান্ত পরবর্তী নির্বাচিত সরকারকেও বিপদে ফেলবে।’

বাংলাদেশ ব্যাংকের সাবেক এই চিফ ইকোনমিস্ট বলেন, ‘যুক্তরাষ্ট্রের সঙ্গে বাণিজ্য চুক্তি নিয়ে যে সমঝোতা হয়েছে এটি দীর্ঘমেয়াদে বাংলাদেশের ব্যবসাবাণিজ্যে প্রভাব ফেলবে। এ চুক্তির উদাহরণ দিয়ে এখন অন্য দেশগুলোও সুবিধা নেওয়ার জন্য নানান শর্ত আরোপ করবে। এ ছাড়া বাংলাদেশের রপ্তানি বাণিজ্যের বেশির ভাগ আয় আসে ইউরোপের দেশগুলো থেকে। ফলে এয়ারবাস কেনা নিয়ে কোনো জটিলতা হলে তারা তাদের বিরূপ প্রতিক্রিয়া দেখাবে, এটা স্বাভাবিক। এ ধরনের একটি দীর্ঘমেয়াদি নীতির বিষয়ে ব্যবসায়ী-উদ্যোক্তাদের সঙ্গে কোনো আলোচনা না করে তড়িঘড়ি সমঝোতা করা উচিত হয়নি স্বল্পমেয়াদি, অনির্বাচিত সরকারের। একই ঘটনা ঘটেছে চট্টগ্রাম বন্দরের অবকাঠামো নির্মাণ পরিচালনা ও পানগাঁও টার্মিনাল নিয়ে বিদেশি কোম্পানির সঙ্গে দীর্ঘমেয়াদি চুক্তির ক্ষেত্রেও। অন্তর্বর্তী সরকারের নেওয়া এসব ভুল সিদ্ধান্তের দায়ভার বইতে হবে পরবর্তী সরকারকে।’
