I don't think the shooter was trained. Both were sporting guns, and they unloaded around 60-80 rounds, resulting in 16 killed and 40 injured (With a scoped rifle, no less). Anyone could have racked the bolt back like that, I mean, they know how to use a firearm, but probably that's the extent of the training they had, because a lot of mistakes in terms of the shooting and their positioning. Especially shown in the video where the father was disarmed by a civilian.

If you think about it 99% of people wouldn’t have enough guts to do this act. The father and son had appeared to have done research on this event taking place and where best place to shoot from.
