From a pure operational standpoint - I get Amristar Cantt but what of the airfield and base?
They rarely would base anything out there just because of proximity.
The MKI is a headache to forward deploy because of it's size because you have to construct HAS the size to hold a regional jet for it. Only recently have Russians begun making HAS for them - with the other exception being China.

Post 2010 India has begun working on NGHAS for MKIs since 2010 but other than Avanipur(which has about 6), Suratgarh(token 2-3).
Halwara - all corrugated steel shelters.
Sirsa ( MKI base but has 6-8 mix of quasi Expanded and token NGHAS)
Udhampur (Token NGHAS)
Jodhpur(not western command) has a more full compliment of new HAS(8) with the legacy Mig-23/27 infra left standing.

The Rafale was forward deployed to bases where they had made HAS made for Mig-29s.
Everything else they have was spec to Jaguar and Mig-21 and at the pace which they are constructing NGHAS it will take a few years before MKIs can actually scale QRAs.
For that matter, their bases have always been better built and defended especially in terms of how well they had routing(Quasi Soviet) and cover.
But in today's precision weapon timescale, that matters less than providing proper cover to jets.
So if we consider BuM and its results - it can be counted in missing the mark in many ways considering what the supposed inductions were for weapons.
