That was back in the days Venezuela's oil industry was nascent. It is easy to convert them to use lighter crudes, and I have posted the data showing it has already been in place for several years already. Besides, Athabascan Oil is plenty heavy and right next door.
In fact rumors of an "oil quarantine" show Venezuelan heavy crude is simply not an important source in the current oil markets. It just isn't. Its production is only about 900,000 BPD, and nearly half of that is consumed internally, heaving precious little for export to the black market.
That 60% (62% according to the video I posted) Canadians oil is heavy oil.

It can. It is just that others cannot use heavy crude and therefore it is advantageous for US companies to import heavy crude at a far lower price since there are few other competing buyers for it, and export lighter crude at a higher price that others refiners prefer on the global markets.

So others are letting cheap heavy crude go to America and are buying more expensive light crude from the US and that has nothing to do with refinery setup for heavy crude.Simple answer already provided:
