I would go as far as doctrine failure, because part of the stated approach for India is, use the Rafael's to attack at will, this was meant to be the enabler.

A Pakistan Air Force F-16B is seen mounted on a test rig inside the anechoic chamber at Edwards Air Force Base in June 2012, undergoing integration testing of the AIDEWS (Advanced Integrated Defensive Electronic Warfare Suite). The AIDEWS system is externally podded on the PAF’s Mid-Life Upgrade (MLU) F-16 fleet and internally integrated on the Block 52 aircraft.

The aircraft were initially ferried from the United States to Saudi Arabia by U.S. Air Force pilots and subsequently flown to Pakistan by the PAF. These F-16s were officially inducted into the PAF's No. 11 "Arrows" Squadron during a ceremony held on January 27, 1983.

Air marshal Rashid Shreikh VCAS receiving the pilots. He was one of the rare transport pilots making it to three stars. Behind him is Avm changezi ( aka “Chang” among his close circles) who is from a family of brave hazara warriors from Baluchistan. He had recently been promoted to avm and was appointed the prized post of AOC Central Air Command. There was so much excitement about f16s in Pakistan airspace. Trucks and rickshaws with f16s painted on them. I think only the Sabre got so much attention from the average Pakistani but think f16 has a place on its own in the hearts and minds of Pakistanis. The whole nation keenly watched the March 23 parade 1983 on Tv with the botched high speed and very low fly past from ACM Shamim..but overall good performance..the pull up was incredible ..no ptv camera could follow it but was amazing to see Zia, gen Iqbal and gen sawar khan look straight up in the sky right after the f16 flew past the Dias with a loud thunder ::the whole nation was mesmerized
