Yeah, the excessive use of executive order is the issue, we had like 230 EO vs 37 bills being passed in Congress, you can't govern a country with EO because that is the sole descripency from the President.It is also possible, we go through a post-Nixon moment, where the public pressures congress to pass laws preventing the excesses of the Trump terms from repeating themselves.
Two things in the US political scene broke the checks and balances system with the US government, Executive Order is one, Nuclear Option in the Senate is the other.
