Several issues of concern:

1. Why is this Indian economic migrant here in UK begging for tips instead of reaping the rewards of India's economic boom back home?

2. Why is the white British passenger negotiating and even begging for release, instead of calling the police immediately after being taken hostage and falsely imprisoned by this driver? Is she feeling some misplaced self-flagellating post-partition shame?

3. Why would anyone from India even try to explain (fictitious) rules of British society to a native Brit?

And the Happiness Index keep rising !
 
Firstly, this appears to be a staged video.
Secondly, from the accent of the driver, she is more likely to be Bangladeshi than Indian.
Thirdly, based on the car, this seems like a Uber Comfort ride. Maybe it is all the years I lived in the United States, but I always tip generously when using a premium taxi service.

She has an unmistakable Bangla accent. Given that Bangladesh has the most Bangla speakers in the world, followed by India, those are the two likeliest countries she is from, in that order.

That is definitely a Bangla accent. I have heard it in various countries from both Bangladeshi and Indian Bengalis who have not been taught to speak in the Queen's English. Bangladesh has the highest number of ethnic Bengalis in the world, so it is logically the likeliest country the speaker is originally from.

You have clearly not been around many Bengalis or South Indians. Not only is her accent Bengali, her skin tone and facial features are also typical of Bengalis. In my estimation, the probability of her being from any other ethnicity is less than 1%.

Quite possible, but she is most likely an Indian Bengali.
It is quite unlikely to have a female uber driver in general, in the UK, just generally speaking. It is even more unlikely for her to be Bengali, from that female population
 
America is the place that has a strong tipping culture, how strong are the tips there?
In America, certain professions like waiters are paid less than minimum wage. It is cruel not to tip them generously and is likely to make them extremely upset. I tip a a minimum of 15% unless the service is really poor.
