Wow , that is a huge number of ships, requiring a huge number of personnel. Is China Navy also scaling up the training of new staff ?
Quantity is a quality unto itself. However, there is still a significant gap in capability. The edge is still with the US for now.I guess if China keep up the current pace they will have more DDG's than USN in next 5 years, I guess the only 2 places they are lacking are Air craft carriers and 5th Gen fighters to go along with them, which J-35's will be filling that.
I know hence I only mentioned that DDG's, now like you said quantity is itself a quality so PLAN can fire more missiles at USA ships which can/will overwhelm USN AD's. But again its not black and white, USN can do the same. Specifically for AC operations yes US is still unmatched and will remain so for foreseeable future, also another thing where USN is leading is Nuclear capable Submarines.Quantity is a quality unto itself. However, there is still a significant gap in capability. The edge is still with the US for now.
Specific to aircraft carriers, it will be years before China is on par with the US in terms of carrier operations.

China doesn't have to match the same amount of carriers or carrier operations ability as the US, because China isn't interested in fighting far-off foreign wars like USA. China only wants Taiwan back for now, so PLAN doesn't have to match one-by-one all number of ships in the USN.Quantity is a quality unto itself.
