We already hit targets in the two cities you mentioned last year. The bigger issue is that running a large, sustained air campaign isn’t simple when you also have over a million Indian Hindatava army on the eastern border ready to exploit any sign of weakness.

What’s the alternative then release Imran Khan? (whom his supporters/cult now call the “new father of the nation”) and expect him to negotiate with them? At this rate, he’d probably end up conceding FATA altogether, Or appoint Mullah Yaqoob as CM KPK.
