The cost on Afgjanistan for this action has to be extremely high for them to think twice before they retaliate again in the future.. which they will.. but a high cost will just make it that rare and far spread..
oil depots.. ordnance depots... metal/ iron warehouses, commodity warehouses like fertilizer and pesticide and any other item that Afghanistan can use for dual purpose or for economy, it needs to be taken out. do this for repeatedly.. one province at a time and then see the results.

What if Wakhan and Panjsheer split? Why do they want to sit in Kabul? They cannot control it. However, they have to secure the Tajik side border to sustain that part.
