The US didnt attack the DPRK because of nukes. It didnt attack because of a potential direct or indirect Chinese military intervention.

The fear was that the Chinese would immediately send troops to secure Pyongyang, if the US attacks North Korea. At worst.

The Chinese blood the DPRK with money and weapons, turning it into another never ending insurgency for the US to fight.
