Again, like your countrymen, you seem to be unaware that there are a range of state owned and privately owned and foreign owned oil facilities in India. Some facilities did immediately work towards zero Russian imports because of not only US pressure but also European direct sanctioning of products of Russian oil in Indian refineries.

Look at the names of the refineries in question. There is a mixture of state owned and privately owned enterprises there. Are you now what suggesting that the state has no leverage in decision making over state run enterprises?
