Yes, but there was never such a degree of open conflict before, so those talks did avert them for many years. Even now, earliest possible cessation of hostilities is important. It is not in either side's interest to let this go on for long.

No, it depends on the substance of the talk.

Substance is to drag them till enough firepower is in the region to do what you intended all along.
Iranians can't reach never aimed to reach the US. It has always been them finding these shores to decapitate, regime change or mow the lawn... whatever really... the appetite and demonization is such that every criminal pedo finds a way to distract his comeuppance by opening a front in the middle east.
