Very complicated relationship.

Azerbaijan is part of Iran that Russians took by force despite hell like fight from locals. We Azeris from both sides of borders are just one people, bifurcated by Russia through a bloody war. 70 years under USSR, Republic Azeris have been indoctrinated with revisionism and the process is still going on. The ruling family is KGB appointed Cartel like boss which wants to earn as much $ as possible. IRI's only issue with them is Israeli support otherwise overall its very peaceful.

Lately watching the Iran war

Their entire military doctrine revolves around perception of being invincible which they earned by giving Arabs sever beatings in wars. They had extensive media coverage against arabs because it helped them build that image.

Against IRI they have practiced extreme level censorship in both wars. Tells you how tables have turned.
