The other way to perhaps create longer term security is also to do the old ways of taking their children for reeducation like Janisarries so that future generations are fixed.

Pakistan tried carrot and stick with TTP starting from 2008. I mean thats who insurgencies are handled.
Pakistan military along with the civilian government tried to reach an agreement with the TTA and TTP to resettle them with their families in their own houses(KPK & FATA) if they agree not to attack Pakistan again.
Fence is there and if you must know fences arent magical barriers that can stop 100% incursions, case in Point Pak-Ind fence, Pak-Agh fence, US-Mexico borders etc.
Pakistan has attacked TTP since 2008 whether US was sitting there or not. I am not sure why would you assume that pakistan didnt attack TTP.
