He was a dictator and did not allow any political parties the only anti tyrant group that could flourished was the religious groups he could hardly stop people from gathering for friday prayers in a Muslim majority country.
After he was overthrown the Saudi and other piglets dictators who were in a similar place to Shah worried that if the Iranian revolution was successful pushed this Shia-Sunni divide. They along with west backed Saddam.
Iran had no choice but do what it has over the decades to survive with western backed dictator piglets ( a form of neo colonialism) and Israel the colonial experiment standing against them.
