They could be playing good cop (E3) bad cop (US) here. France, UK, and Germany are allowing US military use their territory to attack Iran. They are also fuelling Israeli war planes as well. Trump wants the European military to help escort / save the oil tankers' passage through the Strait of Hormuz and that's very different, dangerous demand than the military basis or intelligence sharing.
