Well it comes down to Standard of Living and most GCC countries are much higher than Iran.

Sanctions. Crippling sanctions for decades otherwise Iran has highest STEM grad output and much higher R&D output then anyone in the region in STEM subjects (go by citations). Also in west where we have diasporas we are more educated and earn higher than majority of the migrant groups, sometimes even higher than locals. In US we are above Chinese, local Whites, Jews, Indians let alone failure ethnos like Arabs in household income.

even if all these bombings were successful:

- Iran is already working to excavate some of the tunnels, and has restored access to some of them

- it means almost a quarter of them (> 25 tunnel entrances) are still intact and not bombed at all
