There’s no mutual pact. Pakistan is a mercenary. The Saudis don’t want to fight a losing a battle and weaken their grip on Saudi society, so they need an outside force to take the risk and fight on their behalf. Pakistan is a perfect candidate for that. And they don’t even have to pay much.

As far as your questions go, Pakistan won’t attack a third country expecting they stay neutral and turn the other cheek while Pakistan bombs them. Iran shouldn’t expect the same either. It bombed GCC it shouldn’t expect them to remain silent. Just like if Pakistan bombed Iran for its support to India, it wouldn’t expect Iran to keep quiet.
