Chinese make a plan, commit to it and at a steady pace, achieve their goal by the deadline.

Russians announce something, probably in the hope others will join them, and then go quiet.

Americans announce something, and forever are preparing for it. The goal posts keep changing with every new administration. (The moon landing was supposed to have occured in 2024).
