The number of cruise missiles fired seems abnormally low

Not when you think about it most of their cruise missiles are for naval targets so let’s assume that’s their fail safe where if they see naval assets attempting to invade from the sea large waves will be sent directed at those ships and vast majority of their cruise missiles are 300 miles or less range
