Gwadar is already used as a naval base and it should be further expanded. Ormara is already a base, Pasni and Jiwani don't make sense.

Please explain. In my opinion jiwani naval base makes perfect sense. It is a strategic location, essential to secure our shipping lines, bring our naval assets the furthest from Indian navy (strategic depth).

It's right next to Gwadar, just 50 km west. The difference is too small.

Karachi port and port Qasim are also 50 km away. Currently these two ports (both 50 km away) have 100% of our navy stationed there. I am not advocating for jiwani port, I am advocating for jiwani naval base. Male enough infrastructure from where your ships can refuel, replenish supplies, 5-6 naval ships can station . You don't need to make another Gwadar port, but you do need naval bases if your navy is seeking expansion in fleet size.
 
You need saturation attacks to take out warships these days, a warship with the capacity to fire only 8 missles and an AD of just 16 missles is literally useless. How the fck is it gonna saturate the AD of a warship with just 8 missles and the defend itself with only 16 AD missles. It is better to construct 2 proper destroyers rather than 6 of these Jinnah class sitting ducks.

We are not even using Ormara and Gwadar to 50% of their capacity and you are proposing another naval base in Balochistan just 50 km west of Gwadar. PN berths mostly at Karachi out of convenience and greater facilities. Ormara and Gwadar should be expanded and developed instead. Starting from scratch at Jiwani makes no damn sense.

Ormara is being expanded and Jiwani has some construction ongoing for a small PN Base. Might end up into a full fleged one half a decade down the line.

How much expansion are we talking about in ormara? Is it in the future going to be able to hold most of PNs fleet?

Type 052DE/DLE destroyer is probably the best option out there for us if we exclude the financial constraint question of ours... 64 cell VLS and much more, one Type 052DE destroyer can carry more offensive and defensive missiles than two Jinnah-class combined

As Pakistan's economy grows (fingers crossed) and funds become available, PN will definitely want a proper AAW ship and Type 052D is basically the only option available to us. Don't expect it before 2035 though.

There is a 5500t frigate design from Turkieye's Kausar Marine (F-148), which would be seemingly ideal for PNs large asset. With 48 cells (two 24 cell units), a 21 cell PDWS (levant or Goksur) in the rear, and 2 CIWS (Gokdeniz), it is ideally set up for fleet defense. 48 cells of MDAS could allow for 24 long range SIPER SAMs and 96 medium range quad packed CAMM-ER or G/M-1 (Hisar-RF). Coupled with twenty-one 15km Goksur 100N missiles from the pdms and the 2 CIWS you have tremendous air defense capabilities. Would make a great lead ship for PN and significantly smaller (by 2000t) with 100 fewer crew making it likel far less expensive to operate, possibly less expensive to build/acquire.
