I don't think that statement is accurate. Confucianism value foremost humane benevolence. If outsiders practice Chinese cultures, then they can be considered Chinese according to Confucius. So in modern time, being Chinese doesn't depend too much on ethnicity but more on common cultures and identity ? But, in Confucius world, China and its surrounding regions have somewhat similar make up of people.
