They are losing interest in to be a world power / empire, since first Trump administration.

They remove it from one location and post it in some other region. They've been doing so this for decades.

The Americans think the Russians are too weak, and Europe should be able to handle them on their own for the foreseeable future.

Ask yourself why did the US and the UK have troops in Germany in the first place?

In total, the Americans have troops in about 13 European countries. Recently, 2 new European countries have joined NATO so troops could be deployed there.

You'll be aware that the US is also wanting to deploy it's troops in Greenland in large numbers, and Donald Trump also asked for the Bagram Airbase in Afghanistan to be handed over to the US.
