Pakistan's New Provinces Plan ?

More provinces are disastrous idea, especially if it mean dividing punjab. Pakistan function because of 55% of country is relatively lawfull and peaceful. Divide punjab and now you have 75% of country in utter ruin and lawlessness as south punjab will become mini Sindh/Balochistan.

More areas need to merge with Punjab for better development.

Punjab is mostly fine, if anything south Punjab could be separated to give it more focused policies to lift it's economic situation, but if it's not, it's still better placed for the north to help south Punjab

Kashmir too is fine

Balochistan is massive, it's the size of FRANCE, far too big to administer properly, it needs to be split into at least three provinces so the better parts of Balochistan can get on and the backwards part have better more focused policy


Karachi and internal Sindh are very different
Karachi needs is own administration to better serve a major city and economic center and major port

Internal Sindh has different problems and needs its own administration


KP isn't massive, but their are better, safer, more prosperous parts of KP that need to be allowed to succeed, whilst the violent areas need different administrations to govern them better

The core issue revolves around the 18th Amendment. No matter how many new provinces are created, governance and economic performance will not improve on their own. Provinces are primarily political entities, whereas the 34 Economic Zone model is built around functional and administrative efficiency.

  • A professional CEO instead of political leadership
  • 5–7 technical directors managing specialized sectors
  • Fully digital registries

  • Zero cash handling
  • Zero manual paperwork
This framework is the complete opposite of traditional provincial bureaucracy.

Pakistan’s establishment is so deeply entrenched that anyone who challenges its authority is immediately crushed. Expecting meaningful reform under this structure is unrealistic, the youth simply don’t have the institutional space or political freedom that India’s youth currently enjoy.

Let’s be honest, neither the establishment nor the government has any real appetite for reform. Their power depends on maintaining the status quo. But the era of unconditional bailouts is ending. China and Saudi Arabia are no longer willing to hand out free money without structural changes. Sooner or later, Pakistan will be forced to confront reforms, not because the ruling elite wants them, but because external partners will demand them.

If anything, Punjab should be 3 provinces, and Balochistan should be 2 or 3. But ... READ MY LIPS. Until PMLN and PPP are in power, there will be no new provinces. Karachi will continue to suffer, and so will the rest of Pakistan. The PPP and PMLN leadership is a curse on Pakistan's progress. They have no forward-looking plan either. PTI had an opportunity to make a new province in Punjab, but they succumbed to pressure and did not have a 2/3rd majority in the house to pass it. So this debate is just to pressure PPP into agreeing to give back more money to the federal government. That is it ... nothing more and nothing less.

  • Clear federal jurisdiction (ports, customs)

Option B — EZ‑04 Hyderabad–Tando

  • Medium complexity
  • Strong agro‑industrial base
  • Easier to isolate from provincial interference

Option C — EZ‑06 Sukkur–Ghotki Logistics

  • Riverine corridor
  • Logistics + agriculture
  • Good for testing federal–zone fiscal flows

Option D — EZ‑12 Islamabad–Rawalpindi Capital Zone

  • Already under strong federal influence
  • Cleanest legal environment
You can choose anyone, but EZ‑12 is the easiest legally, and EZ‑01 gives the biggest economic impact.

Here is a step‑by‑step legal activation sequence.
01: Pass a Federal Pilot EZ Ordinance
A temporary ordinance creates one pilot Economic Zone Authority (AZA) with limited jurisdiction for 2–3 years. This avoids full constitutional amendments at the start.

02: Define the Pilot Zone Boundary
The ordinance legally maps the selected EZ boundary using district lines, GIS coordinates, or administrative blocks.

03: Transfer Limited Functions to the Pilot AZA
Only economic, industrial, land-use, and regulatory functions are transferred—health, policing, and courts remain unchanged during the pilot.

04: Establish the Pilot Zone Authority
A CEO-led AZA is created with one-window powers for permits, licensing, land management, and digital governance.

05: Implement Federal–Zone Fiscal Flow
The pilot zone receives direct federal funding for development and operations, bypassing provincial finance departments.

06: Run the Pilot for 12–24 Months
Measure KPIs such as approval time reduction, cost savings, investment inflow, and administrative efficiency.

07: Submit Evaluation to Parliament

People forget that before Pakistan became an independent country, the 4 main provinces already existed as administrative units but did not have their existing borders. All had additional territories (princley states) incorporated into them POST independence.
 
Not sure what the motive is behind this move, but if Karachi legitimately gets federal status and without the interference which usually sees dead Bhuttos/Zardari running a mafia franchise, then more power to the powers that be...but knowing their track record, don't see the Bhutto/Zardari mafia families collusion with mil-establishment to destroy karachi going away anytime soon.
These evil mafias do not stand a chance when it comes to Pakistan's interests in China's interests, which also happen to be Pakistan's interests as far as Karachi, Gwadar, Balochistan and the Arabian Sea are concerned. The Chinese so far have not even uttered a breath about this lawslessness and negative impacts despite pouring in 100s of Billions of $$ of investments in Pakistan.

But the certain power centers and corridors in Pakistan understand what is at steak here. Keep running the state like a brothel for the Harami Enemies of the State like the PMLNs/PPPPs/mafias so China eventually is forced to choose Iran/Afghanistan or clean house and run the state like a state with the eventual aim of absorbing Afghan provinces in Pakistan after freeing Kashmir and decimating India.

That's the case in every province
Northern KPK keeps the southern weirdos in check
Northern Punjab outweighs the power of fuedal elites of South Punjab thus keeping them in check
Northern Balochistan keeps Baloch nationalism from gaining too much ground

It only doesn't work in Sindh because fuedals have more power than the city folks

We need to find a solution for Sindh by giving power and resources to metros
Do that in other provinces too

Would creating new provinces make it better?
I highly doubt that
All the electable, fuedals, tribal leaders, dacoit and all sorts of unsavory characters in Punjab mostly belong to the regions who'll be separated from rest of the Punjab with the creation of new provinces
Within these new provinces these unsavory characters will have ALL the power with no power sharing or accountability to do whatever they want

It's bad now but it'll only get worse with new provinces

Unless If you kill them all and do land reforms or bring back bhawalpur state type monarchy who'll actually gives a shit

It'll only make South worse off in the long run imo.

I'm much more in favor of a potohar-hazara merger province (if ajk wasn't such a politically sensitive issue than add them into the mix too) than I'm for South punjab province.

I don't separate the Pakistani 'Establishment' from the Pakistani 'nation' or from the Pakistani 'State'.

As for India, we could benefit from what the 'political freedom' the Indian youth enjoy by watching some of fact based videos of the Indian blogger Ravish Kumar channel. The Indian youth is in miserable condition and most Indians, given a chance, would bolt out of that 'democracy'.
