Muslims in general and the ones in pakistan perhaps in particular with clear community practices (umma) and divine obligations, can activate "collective" foundations (loyalty, etc.). For deeply religious individuals, these foundations may override national loyalty when the two conflict. Like similar to how a devout catholic might prioritize papal/vatican's authority over national law on abortion.
