I'd assume the first HGV test would be linked as a strategic asset rather than something rocket force would field.

That looks like a shore based anti ship missile test? I'd like to see some of our ballistic missiles repurposed into AShBMs with hypersonics. When I mentioned this years ago on PakDef I was silenced by the likes of H Khan, but we've seen how China has developed potent AShBMs that'll keep the US navy at bay. Something like this with around 1,500km range would be enough to deter the IN from ever approaching our coastline.
