The biggest problem with America is how Congress has surrendered its powers to the Executive and the Courts in the last 50 years. It has messed up the whole constitution. Hence the congressional resolutions mean very little.

That is how negotiations to end wars usually go - whichever side feels it is in the better position offers less concessions, and whichever side feels it is not in the better position has to offer more concessions.

The US reneged on it's obligations to Vietnam after the Paris Peace Accords and didn't even recognize Vietnam until 1995. The US would do the same here but can't even be bothered to pretend to offer any fake concessions.
You complain that Iran won't make a deal but say that the US doesn't need to offer anything during negotiations. So why should Iran agree to a deal where it gets nothing? If the US feels like they are still in a position to make the demands they're making, they better go ahead and win the war.
