Looks like acquisition plans are going ahead after a long hibernation.

1. Navy will commence construction of 4 LPC this year.
2. Army is expanding it’s armour, rocket & Aviation.
3. Airforce is by far the most costly acquisitions of all.

But even with the small development budget allocated, it is enough to pay the initial signing amount neede.

My previous expectation was that Bangladesh would not receive J-10CE fighter jets in the near future. It seems this process will take even longer.

No it doesn't, have you read the original news that I posted? It says, they will advance the negotiation but no deal will be signed on this trip. They expect to sign the deal by August this year.
