Least surprising. The UAE has been heavily involved in multiple conflicts across East Africa and has been working hand in glove with the Israelis. Their long term plan is to breakup the existing large states in East Africa and the Middle East into smaller, more manageable statelets, so that they are more manageable and their resources can be extracted.
