It is not over until it is over. It seems it will be a good while before any side can claim victory.

Iran won the tit for tat pointless strikes on each other war but forcing a new rule or reality on the strait of Hormuz is a bit too much and basically an unnecessary miscalculation on Iran´s behalf and mainly done by the new hardline leaders.
 
If Iran refuses to move away from it´s unnecessary demands on Strait of Hormuz and continue attacking ships passing thru? then without a doubt Iran is gonna get invaded before the year ends..

there is no way around it period..

They will form an emergency coalition and go in

CENTCOM Completes Another Wave of Strikes Against Iran

TAMPA, Fla. — U.S. Central Command (CENTCOM) completed a new wave of offensive strikes against Iran, July 12, hitting dozens of targets at multiple locations with precision munitions to degrade Iran’s ability to continue attacking international shipping flowing through the Strait of Hormuz.

CENTCOM forces struck Iranian military air-defense systems, coastal radar sites, missile and drone capabilities, and small boats using U.S. fighter aircraft, naval vessels, one-way attack aerial drones, and one-way attack sea drones for the first time.

The Strait of Hormuz is a vital maritime corridor for global trade. Iran does not control it.

U.S. forces are postured and prepared to ensure that freedom of navigation remains available to commercial shipping despite Iran’s continued unwarranted aggression, harassment, threats, and arbitrary declarations.

One way attack sea drones used for the first time
 
Seems like the hardliners are itching for another conflict.
 
Main Question:

is this just a skirmish, or back to full-on WAR?
I find the word skirmish often banded about in the media and on socials and it grates me inside my soul. The estimated cost of operations is so mammoth, even using the word skirmish is insulting:

The estimated cost to the US for a 4-hour strike mission is approximately 12.3 million USD.

A much larger operation over the course of 24 hours would cost the USG between 186-217 million US$ per day

The daily cost of just keeping 1 carrier strike group out at sea is an estimated 6-8 million US$.

Take the operation over the past 12 hours or so, I tracked at-least 9 tankers, so you can bet it was definitely a large operation, considering CENTCOM claim to have struck 300 targets since hostilities reignited.

These costs don't the following:
  • aircraft carrier operating costs
  • destroyer and cruiser operations
  • submarine operations
  • intelligence and surveillance aircraft (E-3, RC-135, Rivet Joint)
  • satellite support
  • electronic warfare
  • personnel
  • maintenance
  • logistics
  • ammunition stockpile replenishment
  • long-term depreciation and sustainment
Based on information in the public domain and on the tempo of operations reported over the past several days- which include repeated strikes, cruise missile launches, CAPs, aerial refueling it would be safe to say that the US is currently spending between 180-350 million US$ per day on direct military operations.

So TLDR; no this is not a skirmish...
