Since the dynamic of history would be completely changed if the US decided to enter war against China in 1996.
I think Germans and Russians have too much hatred for each other as shown in the current Ukraine war. So a united Europe including Russia will be a distant possibility.
 
Before China's transcension, it was indeed the German-Russian alliance that could encompass a territorial influence from Lisbon to Vladivostok a primary threat to the US.

From the US establishment point of view, it is better to keep the weaker Germany like a big blood bag for the US like Japan, and a weakened but rogued Russia keeps acting as the boogeyman that provides a reason for the US to stay and control Europe.

So they can focus their energy to tackle against China when both Europe and East Asia are in their thrall.

Well, the modern hatred between Germans and Russians was primarily manufactured by the US.

Before the Ukrainian war, many German elites viewed Russia as their most potential ally to resist a world dominated by the US or China.

The US now is quite successful to turn Germany into their blood bag like Japan and South Korea, that's why the German economy keeps faltering like Japan.

Whereas the weakened Russia is kept as a rogue bogeyman for the US to keep controlling Europe.

They want to fully control both Europe and Asia and to fully mobilize the global resources to contain against China.

However, the only dilemma for them is that China is still much stronger than they expected which can defy all the economic/technological sanctions, whereas China's economic engine is still steaming full ahead even with the complete blockade in the Strait of Hormuz.
