While that sounds good from a far away perspective that would only lead to the whole region becoming armed to the teeth. Traditional enemies of Vietnam will all boost up their militaries like cambodia and thailand etc. Just last year fighting broke out in south east asia and we prefer peace in asia rather than war.

Some interesting points I agree. However, Vietnam is a sovereign Nation. Has every right to defend itself as you well know. If they wish to arm themselves more than that's up to them.

Of course, every country should strive for independence and freedom and not become a vassal to another.

Vietnam traditionally bought Russian weapons, they refuse to buy American as they know when you buy American weapons, you can only use those weapons against American enemies not your own aka making you into a vassal.

Furthermore Vietnam can not buy all chinese weapons because China, although on friendly terms, may not always have great relations and having full reliance on Chinese tech is not suitable for independence.

Therefore Vietnam is in a tough spot because Russia can not deliver high tech weapons, vietnam can't trust America or China so they have to develop themselves or buy from Europeans if they are willing to sell to a communist state.
