A Joint Command and Control Center on the design of the Pentagon is already in plans in the Margalla Hills Defense Complex in Islamabad.

But why Margalla hills? my only concern is its close proximity to Indian boder and air bases.

Islamabad has the most well protected AD envelope in the country. Also services HQ's are in close proximity

You wish to move GHQ (the GHQ) outside of or away from Islamabad / Rawalpindi. Hypothetical or non Hypothetical, have you considered the 111 and its historical achievements in your suggestions and assumptions? It is not going anywhere ..

Edit: The more safe place outside ISB/RWP compared to others would be Siachen by the way.
