the fact of not to be a nation it's not a bad thing, in fact it's good thing for a empire/superpower who rule over different nations.

E pluribus unum.

The lesser evil for a superpower who rule over a lot of nations around the world.

Common people accepts better domination from own ethnicity people.
And rulers have more empathy towards own ethnicity people.
